Administration

Administration Division of TCPO looks after all the administrative matters of the office. This Division is divided into four sections for easy and efficient functioning. Administrative Officer is heading the division and assisted by Three Office Superintendents and Six Senior Secretariat Assistant and Twelve Junior Secretariat Assistant

Administration Section - I

Subjects being dealt with:

  • Complete use of online software such as EIS, PFMS, e-Awas, GeM, etc. of government for performing the day to day tasks.
  • Preparation of Pay Bills of all officers and staff of TCPO in EIS software.
  • Preparation of License Fee Recovery Statement on monthly basis and to send to Directorate of Estate online on monthly basis.
  • Grant of various advances such as HBA, Computer, TA, LTC, Transfer TA etc. and calculation of interest thereupon, wherever applicable. Preparation of their bills.
  • Preparation of GPF Bills, Medical Bills, Pension/Gratuity/Encashment of Leave Bills, Honorarium Bills, OTA Bills, Child Education Allowance Bills, Pay & Allowance arrear Bills, D.A. arrear Bills, Bonus Bills, Wages Bills, CGEGIS Bills, etc.
  • Preparation of Contingent Bills of Copier Expenses, Refreshment Expenses., Library Expenses., Newspaper Reimbursement, Stationery, Computer Items & Other Miscellaneous Exp. under the head Other Charges.
  • Preparation of Contingent Bills of Conveyance Reimbursement, Telephone, Postage/Telegram,  Sanitary Items, Repair & Maintenance of
  • Machines, Furniture Expenses, and Other miscellaneous expenses under the head Office Expenses.
  • Preparation of Annual Calculation of Income Tax Sheet. Preparation of Form No.16 and issuance thereof.
  • Preparation of various information based on Non-Plan Expenditure & information collection forms related to various subjects.
  • Periodical review of the performance of Budget.
  • Matters related to Audit Inspection of TCPO and its follow–up action thereon.
  • Preparation of Budget of TCPO.
  • Reply of Parliament Question relating to the expenditure in the TCPO.
  • Preparation of exchange orders for Air Tickets purchase, booking of Air Tickets and cancellation of Air Tickets through Air India and Authorized Travel Agent. Preparation of Air Tickets Bill.
  • Reconciliation of Accounts with Air India and Authorized Travel Agent.
  • Reconciliation of Expenditure incurred and booked in Cheque/Commercial Register/PFMS with PAO in Ministry on monthly basis. Control and monitoring of Budget.
  • Submission of various Annual, Half-yearly, Quarterly, Monthly, and Fortnightly Reports & Returns and return regarding a loan to Govt. Servant and report regarding actual expenses incurred on Salary and various allowances of regular civilian employees of Central Government.
  • Preparation of Budget Estimates/Revised Estimates as well as observe the Budget allocation for meeting various expenses.
  • An issue of L.P.C., Salary Certificates & Recovery of Licence Fees Certificates.
  • Other Budgetary exercises such as Supplementary Grants and Vote on Accounts, Issue of Statement of Accepted Estimates, Statement of Budget Estimates and coordination with Ministry.
  • Preparation of Detailed Demands for Grants, Performance Budget /Outcome Budget in respect of TCPO.
  • Quarterly progress report of Hindi.
  • Handling of Project Work.
  • Maintaining the Diary Registers of the section.
  • Preparation of Pay Slips of all Officers and Staff of TCPO.

Cash Unit (Under the Administration-I)

  • Take out the sanctions on PFMS. Checking of Bills and submit the bills to PAO. Ensure payment of each bill.
  • Writing of Cheque Register, Commercial Register, Challan Register.

Administration Section - II

Subjects being dealt with:

  • Use of Bhavisya online softwares of Government.
  • Reply of Parliament Question relating to matters handled by the Section.
  • Service Book maintenance and its updation & completion..
  • Personal files in relation to training matters in India and abroad of all officers and staff of TCPO.
  • Forwarding of applications of all officers and staff of TCPO to different Ministries/ Departments for deputation posts.
  • Leave Salary contribution of Pension contribution of all officers and staff of TCPO on foreign services etc. and recording of certifications in the Service Books.
  • Pension cases, Leave Encashment, Group Insurance, Withheld amount of Gratuity etc. of all officers and staff.
  • Revision of pension cases of all officers and staff whenever applicable.
  • Matters related to grant of Earned Leave Commuted Leave, Maternity Leave, Paternity Leave, Child Care Leave, Special Casual Leave, Study Leave etc.
  • All matters relating to issue of ‘No Objection Certificate’ for passport to Officers/Staff.
  • Safe custody of diplomatic /official/ordinary passport issued to Govt. officials.
  • Property returns of officers.
  • Diary work of the section.
  • Quarterly progress report of Hindi.
  • Forwarding of applications to UPSC, SSC, etc.
  • Matters relating to issue of ‘No Objection Certificate’ for Interview, Visiting Abroad etc. to Officers/Staff.

Administration Section - III

Subjects being dealt with:

  • Establishment matters relating to Group A, B & C posts.
  • Disciplinary cases of all officers and staff of TCPO under CCS (CCA) Rules, 1965
  • Maintenance of Punctually in the TCPO.
  • All matters under the CCS (Conduct) Rules, 1964 in respect of all officers/staff.
  • Distribution of works among various Sections/Divisions and officers and staff in the TCPO.
  • Matters relating to Annual Confidential Reports of all officers and staff except Chief Planner.
  • Preparation of Annual Direct Recruitment Plan of the TCPO.
  • All matters relating to the conduct of elections and deployment of officers/staff on election duty of Lok Sabha, Delhi Assembly and Ward Councilor.
  • Submission of various Annual, Half-yearly, Quarterly, Monthly, Fortnightly and Weekly Reports & Returns.
  • Appointment on compassionate grounds to the Group ‘C’ & ‘D’ posts in the TCPO.
  • Court cases filed by Officers and Staff of TCPO in the Central Administrative Tribunal, High Court and Supreme Court in respect of service matters.
  • Complaints received from the Anti- Corruption Cell of PMO, CVC, CBI etc.
  • Public Grievance cases – examination, follow up action thereon.
  • Monitoring of progress of disposal of PG Cases.
  • Compilation of various returns required to be sent to Ministries.
  • Co-ordination work in respect of Employees ‘Grievances.
  • Preparation of reports for review meetings held in the Ministry, Department of AR & PG.
  • Reply to Parliament Question relating to redressal of Public and Staff Grievances.
  • Implementation of reservation orders.
  • Implementation of all policy matters.
  • Recording and weeding out of old files/records.
  • Completion of Character verification, Caste verification and Medical examination of the candidates nominated for Group ‘A’, ‘B’, ‘C’ & ‘D’ posts.
  • Completion of probation period and confirmation of all officers and staff wherever required.
  • Promotion and Pay fixation of Group ‘A’, ‘B’, ‘C’ & ‘D’ posts.
  • Modified Assured Career Progression cases for all Group ‘A’, ‘B’, ‘C’ & ‘D’ posts.
  • Representations from Group ‘A’, ‘B’, ‘C’ & ‘D’ employees.
  • SCs/STs/OBCs reports for DOPT.
  • Any other information relating to administration required by the Ministry, DOPT and other Central Govt. Agencies.
  • Matters relating to Work Study.
  • Submission of quarterly Hindi returns.
  • Recognition of Service Associations in TCPO.
  • Appointments of LO(SCs/STs), Security Officer, Controlling Officer for Staff Vehicles, Grievance Officer, DDO etc.
  • Constitution of Purchase Committee/ Condemnation Committee, Library Committee, Selection Committee and Departmental Promotion Committee, Committee of Officers to consider the compassionate appointment cases.
  • Seventh Pay Commission matters.
  • Contract of Security Guards, Contract of outsourcing of cleaning job etc.
  • Diary work of the section.

  • Seniority List of Group ‘A’, ‘B’ and 'C'.

General Section

Subjects being dealt with:

  • All type of matter and cases related to House Building Advance and grant of House Building advances.
  • Medical reimbursement/permission cases and an issue of CGHS cards.
  • All matters relating to telephones, fax etc.
  • Forwarding of applications for allotment of Government accommodation to officers and staff of TCPO.
  • Purchase and maintenance of all office equipment, furniture, and fixtures such as Xerox Machine, Water Cooler, Aquaguard Filters, Intercom etc.
  • General Housekeeping jobs.
  • Matters relating to security including the issue of identity cards.
  • Processing of newspapers bills.
  • Matters related to issue of Ministry of Home Affairs’ passes for the Officers/staff of TCPO
  • An issue of Identity Cards to Officers, Staff Pensioners.and
  • An issue of parking labels to officers and staff of TCPO.
  • Preparation of lists of officers and distribution of invitation cards for Independence Day, Republic Day Parade and Beating the Retreat.
  • Grant of advances/ withdrawals in respect of GPF.
  • Caretaking work -- Opening, closing and cleaning of rooms of Officers / Sections and Divisions of the TCPO. Supervision of the work of Farashes / Safai Karamcharis.
  • Quarterly progress report of Hindi.
  • Maintaining the Diary Registers of the section.

Dispatch Unit (Under General Section) Subjects being deal with:

  • Receipt and distribution of Postal Dak/ Registered Letters / Telegrams etc. to all Officers /Sections in TCPO.
  • Receipt, Marking and Diarizing of the dak received from all Ministries/ Departments etc.
  • Despatch of postal communications received from Sections and Divisions of TCPO.
  • Delivery of local dak to all the Ministries/ Departments in Delhi/New Delhi received from various Sections and Divisions of TCPO.

Store Unit (Under General Section)Subjects being deal with:

  • Store work-Issue of stationery items, return of Non-Consumable items. Entries of the items purchased from GeM or local market or Kendriya Bhandar in the stock Registers.
  • An issue of Office Stationery items to all the officers and staff of TCPO.
  • Maintenance of record available in the store.
  • Inventory of Non-consumable Store items.
  • Ascertaining the value of unserviceable items.
  • Write off of unserviceable items with the approval of the Competent Authority.
  • Preparing the monthly statement of Stationery items after issue and recording in Stock Register.
  • Procurement of Calender and diaries.
