Third Party Audit (TPA) report on OBPS (Online Building Permission System) in MCGM and MCD under Ease of doing Business (2018).

This division has been involved in undertaking a Third Part Audit (in collaboration with NIUA) on the procedures and reforms undertaken by Municipal Corporation of Delhi and Municipal Corporation of Greater Mumbai in their Online Building Permissions Systems. As a ‘Third party’, the team identified the bottlenecks in the system including the procedures and stages involved and their integration, and made suggestions in its report to improve the Online Building Permission System (OBPS) of both the corporations which has helped improve the ranking of India in Construction Permits from 181st place in 2018 to 52nd place in 2019 as per the Doing Business Report of the World Bank.

Model Building Bye-Laws (MBBL), (2016)

In view of emerging urban issues like Rooftop Solar power utilization, segregated sanitation facilities for visitors, additional regulations for natural hazard prone areas, conservation of heritage sites including heritage buildings, precincts and natural feature areas, barrier free environment for the disabled, children and elderly, rainwater harvesting and climate resilience in construction practices, it was felt that the Model Building Bye-Laws, 2004 needs to be revised and updated. The revised Model Building Bye-Law, (2016) was circulated to all the State Governments and Union territories with advisories to incorporate the 14 features of MBBL in their respective Bye-Laws.

Rural Area Development Plan Formulation and Implementation (RADPFI) Guidelines, (2017)

RADPFI guidelines have been prepared keeping in view the planned spatial development in Gram Panchayat areas providing a framework for organized development of rural areas. It will facilitate the process of development in various sectors such as physical and social infrastructure, economic activities, road and transport connectivity, land values and anticipated economic activities and shall aim towards a workable solution for conversion of agricultural to non-agricultural purposes for planned development.

Standard Operating Procedures (SOP) for mitigating Urban Flooding, (2016). 

The SOP was prepared and circulated as an advisory to all State Government, to ensure that all concerned departments and organisations of the State Government and City Administration are aware of the specific and synchronized measures required of them, at each stage of the flood mitigation process, and to ensure that all actions are closely and continuously coordinated to prevent/mitigate urban flooding.

Report on LED Street Lighting, 2016 

The report is an outcome of a field study regarding the Model PPP project of eco-friendly transformation of LED Street Lighting undertaken by Jamnagar Municipal Corporation. The findings of the report are deemed useful for the Urban Local Bodies who are in the process of replacing the conventional street lights to LED Lights, to meet their energy efficiency targets.  

Urban and Regional Development Plans Formulation and Implementation (URDPFI) Guidelines, (2014)

These Guidelines inter-alia provide the framework, necessary techniques, norms and standards, options for resource mobilization including land assembly approaches, technological innovations and development promotion regulations. It is expected to provide an integrated framework for urban and regional plans formulation and implementation serve as a one-stop reference for various aspects of planning by State Governments, Development Authorities, Private Sector and other planning organizations. Private entities may also use these guidelines to refer various Acts, standards and for developing different types of townships.

Urban Greening Guidelines, (2014)

Urban Greening Guidelines, 2014 was published as a bulwark against random concretization of roadside pavements in Indian cities. These Guidelines suggest steps for protection of trees on the sidewalks and to enhance their lives while undertaking roadside pavements. These guidelines will prove useful for State Town and Country Planning Departments, Urban Development Authorities, Urban Local Bodies, Academicians, Researchers and students as reference material.

Regional Plan for Diu District- 2031, (2012)

On request of Damn and Diu UT Administration, the division prepared Draft Regional Plan for Diu District- 2031and submitted to Daman and Diu Administration.

Data Highlights (Urban), Provisional Population Totals (Paper II), Census of India- 2011,(2012)

The report is an outcome of analysis of provisional totals - 2011 for the urban areas (cities and towns)

Model Heritage Regulations, (2011)

The regulations have been prepared for protecting the Graded Heritage structures and are in the form of Model which can be adopted by the State Governments in their respective building regulations.

Concept note- Chandigarh, (2011) 

The note spells-out modalities for constitution of Inter-State Chandigarh Region Planning Board.

Visual Study of metro corridors: Landuse - Transport integration, (2011) 

A Visual Study along the existing Metro corridors (year 2011) was undertaken to identify the existing levels of development and potential of new developments and re-developments in the influence zone of the corridors.

Report on strategy for integrated Urban Transport Planning and Spatial Planning and measures for decongesting the cities, (2011)

The report was prepared for the Working Group on Urban Transport constituted for XII Five Year Plan.

Report on the Brainstorming Sessions with the State Urban Development Departments, Town Planning Departments and Schools of Planning, (2011) 

The report was an outcome of “Brainstorming Sessions” held during 2009-2011 with the State Town and Country Planning Departments, State Urban Development Departments and Schools of Planning with a view to encompass the emerging new issues in planned development of urban areas and recommend revisions in academic course curricula of planning courses.

Streamlining procedures for clearance of Building Projects, (2011) 

The report recommends streamlining of cumbersome procedures followed in giving various clearances while obtaining building permits.

Report on Chandigarh for formulation of Master Plan, (2010) 

Ministry of Home Affairs entrusted TCPO to review the earlier Master Plan of Chandigarh and suggest terms of reference for the preparation of new Master Plan for Chandigarh. The report was an outcome of recommendations derived from the review and future planning strategy for the city.

Report for the Study Group to study the growing mismatch between construction activities and corresponding provision of civic amenities / environmental safeguards in urban areas, (2009)

The report was prepared by selecting 8 new townships namely NOIDA, Greater NOIDA, Panchkula, Mohali, Navi Mumbai, Salt Lake City, Magarpatta, Pimpri-Chinchwad and 3 towns namely Uran, Kharar and Shimla which have come up in unplanned manner. The report assesses the mismatch between the construction activity and corresponding provision of infrastructure facilities.

Study on Organizational Structure of Dadra & Nagar Haveli Planning and Development Authority, (2009)

Dadra and Nagar Haveli Planning and Development Authority requested TCPO to undertake the study on its ‘Organizational Structure’. The report had suggested detailed organizational structure as per the assigned functions to D&NH Planning and Development Authority.

Study on Development Charges for U.T. Administration of Dadra & Nagar Haveli, (2009)

Dadra and Nagar Haveli Planning and Development Authority requested TCPO to undertake the study on Development Charges. The report recommended development charges for Dadra and Nagar Haveli Planning Area with respect to institution of use, change of landuse and infrastructure development.

Model Guidelines for Urban Land policy, (2007)

The report was documentation of earlier attempts of formulating Urban Land Policy at the Central Government level and suggest policy frameworks for efficient, equitable and environmentally sound Land management.

Model Building Bye-laws, (2004)

The Model Building Bye-laws were prepared to act as the guide to State Town Planning Departments and Development Authorities to adopt the same as per their requirements and local conditions.

Guide to Preliminary Planning Surveys of Urban Areas including Land use Classification, (2004)

The objective of the study was to prepare a guideline for urban land use classification, which can act as a guide to Town Planning Departments and Development Authorities so as to standardize the land use classification.

Evaluation Study of Delhi Metropolitan Area (DMA) Towns, (2001) 

Gaining from the experience of planning National Capital Region (NCR), this study attempted to assess the roles of DMA Towns in achieving the overall objectives of the NCR Plan – 2001.

Urban Renewal Plan for Walled City, Delhi, (2001) 

At behest of Ministry, the study was conducted to ascertain the extent of unauthorized construction in selected areas of the Walled City in Delhi. Based on the survey findings, the report gave suitable recommendations for strategic urban renewal of the ‘Walled city’.

Conversion of the leasehold scheme to freehold system in NCT Delhi, (2000)

At behest of Ministry, the study was conducted to ascertain the efficacy of conversion of leasehold scheme to freehold system based on primary survey conducted at various residential localities in NCT Delhi.

A Comparative Study on Planning Norms, Building Bye-laws, Tariff Structure, Land Assembly and Resource Mobilization for selected Metropolitan Cities, (1999)

This study is a comparative study among the nine metropolitan cities with regard to Planning Norms, Building Bye-laws, Tariff Structure, Land Assembly and Resource Mobilization.  It is a useful document which gives details of all these relevant issues of urban planning and development for metropolitan cities. The study was funded by the Ministry.
